The police chase a fugitive who perpetrated a murder at Saratoga and Carey. They
go at him until he runs into the main headquarters of the African Revival Movement on
Carrollton. Officers demand entry into the building but are denied by who appears to be
the leader of ARM. The leader says that he used to be a cop and that he would only honor
a search warrant. The officers, unsure of what to do, radio for homicide. Munch and Pembleton show up and are told two things: there's a situation at ARM
headquarters, and there's a witness to the slaying of one Kenya Merchant. Frank
heads over to ARM headquarters while John stays behind. The witness, Malawi Joseph,
tells Munch everything he needs to know.
Pembleton meets Sgt. Deutch at ARM headquarters and tells Deutch that a warrant is not
necessary because police were in hot pursuit of a confirmed suspect. Col. Barnfather
suddenly appears and tries to call off the men, but Pembleton stops him. The suspect,
Benin Crown, is correctly identified by Deutch and taken down to police HQ while other
officers conduct a warranted search of the building for the murder weapon.
Stivers finds Lewis and Kellerman and is appalled at how casual they are about the
Mahoney shooting. Stivers knows that Lewis was not in any real danger of being shot,
but Kellerman keeps telling her that he saved both of their lives. It is apparent that
Stivers thinks Kellerman has deluded himself into thinking the murder was justified.
The weapon used in the Merchant slaying is found and matched. Munch tells Gee and Frank
that Joseph informed him of a rift in ARM that necessitated the killing: Merchant was
a former ARM member who found out that the leader, Burundi Robinson, had been whoring
women in the movement. Merchant was prepared to go public with the allegations, but
was killed by Crown on Robinson's orders. Capt. Gaffney shows up out of the blue and
asks to see Crown; Giardello, his hands tied, reluctantly allows Gaffney to speak
with Crown, who suddenly turns very uncooperative. The detectives are perplexed at
how high-rank officers apparently want this case thrown.
Munch and Pembleton suggest that Joseph be sent into ARM headquarters with a wire to
find out about Robinson's involvement in the murder. Before long Gaffney
shows up again and suddenly Robinson is denying all involvement in Merchant's death. Giardello, fed up with Gaffney's nonsense, comes up with an ingenious plan to persuade
Crown to give up Robinson. Gee's idea works and before long, officers rush down to
Carrollton to arrest Robinson. Sensing this, the members of ARM barricade themselves
and start a small riot. QRT is called; Lt. Jasper informs Giardello that Deputy
Commissioner James Harris has issued an order for QRT to kill Burundi Robinson. Gee,
wanting the real story, boldly ventures inside the compound.
Bayliss shows up at Carrollton after being missing for most of the shift; Pembleton is
more than a little curious as to where he's been stepping out for the last few weeks,
but when he asks Bayliss where he's been, Tim cryptically replies that he was running
errands.
Robinson spills the beans to Giardello: Marvin Lee Robinson (Burundi's given name)
and James Harris were partners on a Lexington Terrace tac unit. One night in 1972, the
two caught a drug dealer with $15,000 of heroin on him. Harris volunteered to check the
heroin out of evidence control for court; both Harris and Robinson checked it back in. They are later told that someone switched the heroin with baking soda; it is revealed
that Harris had sold the heroin back to the dealer for $10,000. The two are found out
and Robinson is forced to resign by virtue of a coin toss between him and Harris.
Giardello tries to persuade Robinson to tell his story to the public, but Robinson will have
none of it. He releases the women and children, but stays inside the compound with the
men. Once outside, Gee tells Gaffney that he will write a report against Harris
telling the entire story. QRT is ordered to kill Robinson as soon as they see him, but
suddenly all noise inside the compound stops. QRT infiltrates the compound and finds that
Robinson and the others have committed suicide by poison. |
