Quite possibly one the most evil, and more likely the *ugliest* Disney villain ever created, Professor Ratigan is Moriarty to Basil's Holmes. "There's no evil scheme he wouldn't concoct!" Basil tells Dawson. And heaven forbid you call him a rat to his face!
