Favorite Movies of 1999

The rules are: If the film was released in NY or LA in 1999 and got to my city by January 31, 2000, it is eligible. (This is, by the way, the third time I've changed my '99 list. I really shouldn't be doing this, but I've been kind of confused by how I should really do these top films lists since I live in the sticks, as far as independent-moviedom is concerned.)
