In remote Russia, a train collision causes it's cargo of nuclear weapons to detonate. Officials quickly write the incident off as an accident, but White House nuclear scientist Dr. Julia Kelly and Intelligence Officer Col. Devoe believe the remaining cargo has been hijacked. The pair join forces in a race against time to retrieve the warhead somewhere in Eastern Europe. But the clues soon point back to the US, and a giant manhunt through New York City begins to find the terrorist & the bomb before it will cripple the heart of the Free World - The United Nations.
