Jemm has made very few in-continuity appearances. His old mini-series may or may not be in-continuity (not that I've read it anyway). I believe he made brief appearances in the DC Challenge which sure as hell ain't continuity. Then, there was his brief appearance in JLA. As far as I know, his powers are very similar to Martian Manhunter's. Anything else about him is pure speculation.
