Yet, road crews repaving Route 895 paved right over it, leaving a large lump in the road surface. At first, Pennsylvania Department of Transportation engineer Walter Bortree blamed it on a private paving contractor, but then admitted a state crew was to blame. He suggested the crew just didn't see the deer, but Mayor Billig disputes that. "You can't miss it," he said. "It's in a straightaway. If they couldn't see it, then they can't see the numbers on their checks either." The oil-soaked carcass was removed after nearly two weeks of outcry by area residents.
