Brown beef in oil until all juices cook out. Brown onion, garlic, bell pepper with meat. Add ground cumin, cumin seeds, paprika, and chili powder. Sprinkle in flour and allow to brown. Add tomatoes and let cook down. Add broth and allow to simmer until meat is tender and sauce is thick. Serve with warm tortillas.
