Heat oven to 325 degrees. Butter a 9 inch square pan. In a bowl stir together flour, baking soda, and salt. In a medium saucepan combine sugar, butter, water. Cook over low heat, stirring constantly until mixture comes to a boil. Remove from heat, Immediatly add ½ the chocolate chips. Stir until melted. Stir in the eggs and vanilla until blended. Gradually add the flour mixture, blending well. Stir in the remaining chips and the nuts. Pour into the pan. Bake 25 to 30 minutes or until they start to pull away from the side. Cool completely before cutting.
Chris's alterations: I make a double batch and use a 13x9 inch pan and bake for 30 - 35 minutes.
