You'll need:
Combine the sugar, cornstarch, bouillon, pepper, orange and lemon juice in a glass measuring cup at least one cup in size. Mix well and then microwave on HIGH uncovered for about 1 1/2 minutes or until thickened, stirring once. Add the orange peel and the tarragon and set aside. Arrange fish fillets in a microwave safe dish, sprinkly lightly with the salt. Cover with plastic wrap and microwave on HIGH for approx. 4 minutes to 4 and one half minutes or until fish flakes easily. Arrange fillets on microwave safe serving platter, spooning the sauce over the fillets and then garnishing with the orange sections. Return the fish to the microwave and cook on HIGH (uncovered)for about 45 seconds.
