Status of association

1. Group of people with a common interest: In Merchtem (Flanders, Europe) a group of people with a common interest have decided to launch an association researching the behaviour of nationals joining on a voluntary basis the armed forces of foreign nations.
2. First Focus
In a first stage the association will concentrate its research on the foreign legion of France. All aspects and facet's of France's "Légion Etrangère" will be examined: history, traditions, uniforms, evolution, defense matters, recruitment, propaganda, financial resources, soldiers' pay levels, psychological and political impact on France and its neighbouring countries.
3. Name
The association will use the name "Le képi Blanc" to illustrate that in a first stage its research and activities are focused on the French Foreign Legion from its beginnings till to-day.
4. Other areas of interest
At a later stage other military and para-military units of foreigners will be dealth with such as: the Spanish Foreign Legion, the presence of mercenary forces in Africa and the Middle-East of the past four decades, foreign volunteers of the axis-powers during World War II, the International Brigades in the Spanish civil war, Cuban and Warsaw-pact troops in Africa, soldiers of fortune, foreigners in armed forces of Latin America, etc.
5. Organisation
As far as the structure of the "Le Képi Blanc" association is concerned, it has been decided to create a flexible body without rigid hierarchy, allowing quick changes in organisation and manpower to meet the changing demand of the projects, research and activities.
6. Allowances
To cover initial costs of communication (mail, fax, website, etc.) each participant will contribute 1.000 BEF or 25 Euro on an annual basis. At the end of the calender year a balance of expenses will be announced and the participants will decide on the refund of unused funds or the raising of additional capital.
7. Activities
Next to the collecting and exchange of data, material and know-how (see articles 2 & 3 above), other activities such as but not limited to gatherings and excursions will be organised. At gatherings of military vehicle enthusiasts, re-enactment activities and other events, members of "Le Képi Blanc" can for the time being participate in uniform of the French foreign legion on the condition that a simple majority of the members of the association "Le Képi Blanc" approves this participation and that the organizers of the event agree to theit presence.
8. Responsibility - liability
All participants to events, gatherings, excursions, etc. of the association "Le Képi Blanc" will not hold the association liable nor responsible and will protect their interests by proper individual insurance covering themselves and their property against possible risks, damages or third parties.
9. Budget
Except for the amounts mentioned under article 6, the association will not venture into the collection of financial means. To allow specific and well-defined projects, the association can however generate funds or logistical support from sponsors beside the individual annual contribution of each participant.
10. "de facto" association
For the time being, the association will not be registered "de jure" but operate on a "de facto" basis as an association of individuals with a common interest.
