Brief Background of the PCGA Republic Act 5173, otherwise known as the Philippine Coast Guard Law, mandates the creation of the Philippine Coast Guard which shall enforce all applicable laws on the high seas and territorial waters of the Philippines. The fact that the Philippines is an archipelago country with more than 7,100 islands scattered over its maritime jurisdiction, makes the mission of the Philippine Coast Guard more challenging. To accomplish its mandated task, the PCG undeniably needed an ally. The creation of the Philippine Coast Guard Auxiliary gave the PCG more than that. The PCGA has become a comrade and a brother. It has unselfishly given the much needed support in search and rescue operations, in protecting the marine environment, and in the promotion of youth development particularly the Sea Scouting Movement. - Commodore Arturo Y. Capada, AFP (Ret.)
