Stray Dogs

Regarding "Capturing Canines" (Nov. 14), on stray dogs, I was dismayed to see that there was little mention of the cause of the epidemic. In fact, the only "advice" given was how to avoid dog bites, not how to be a part of the solution.
In order to stem the tide of stray dogs and the dangers related to them, people must spay and neuter their animals without exception. The pet overpopulation issue is a result of ignorance by thoughtless pet owners who allow unaltered animals to roam the streets. Rather than focusing on the "problems" caused by stray dogs, it would have been more productive to offer a well-rounded report on how the problem has grown to its current proportions and how we can fix it.
