I got fed up and after doing everything to try and get things to work better, I just did the simplest of things that I felt I should have done in the first place;  I completely unplugged my cable modem from EVERYTHING!  And wouldn't you know it, all seems to be working fine now!  Thank god because I was getting so frustrated.
