SANTA CLAUS IS COMING TO PARK CHARLES SOUTH
DATE: SUNDAY,
DECEMBER 16, 2001
TIME: STARTING AT 1:00 P.M.
Santa Claus, along with Rudolph, will once
again be touring the streets of our subdivision. One of Santa's many
elves said that Santa is really looking forward to seeing the children
of Park Charles South. Santa has promised a present for all of the
children who come to see him on December 16th. Santa has asked us
to enclose his route map to show the streets he is going to be riding on
in his sleigh. So grab a good spot to say "Merry Christmas" to Santa.
2001 CHRISTMAS LIGHTING CONTEST
Every year, Park Charles South residents make the subdivision a showplace with their Christmas decorations. Let your creativity shine through and make 2001 the most brilliant of all! You might even CASH IN on your Christmas brilliance by winning some prize money.
The panel of judges will do their very best to determine the most dazzling displays. The judging will take place during the week of December 17th. Several prizes will be awarded and the winners will be announced in the next newsletter.

children that even though the lakes may look like they are frozen, they
are not. Please DO NOT walk or skate on the lakes.
Pet Lovers: St. Charles County
has a leash law which includes cats. The subdivision, which includes
the medians, is your home. Please clean up after your pets.

Park Charles maintains a list of ready, willing & qualified baby sitters, all close by & near to you. (List does not appear on the Net, but do appear in your neighborhood newsletter hard-copy.

The Board of Directors
of the Park Charles Association proposes replacing Article V, Sections
3 and 5 of the Declaration of Covenants and Restrictions with the following
(additions/changes are in bold type):
"SECTION 3. ANNUAL ASSESSMENTS:
Annual assessments shall be fixed by the Board of Directors of the Association
at not more than the following:
From and after January 1, 1998, the annual assessments may be increased above the aforementioned maximum annual assessments by a vote of two-thirds (2/3) of all Members who are voting in person or by proxy at a meeting duly called for this purpose, written notice of which shall be sent to all Members at least thirty (30) days in advance and shall set forth the purpose of the meeting."
"SECTION 5. QUORUM: Members,
or proxies, entitled to cast not less than sixty percent (60%) of all votes
authorized shall constitute a quorum for a meeting under Sections 3
and 4 hereof. If the required quorum is not present at the above meeting,
a second meeting may be called upon in a manner required in Sections
3 or 4. The required quorum at the second meeting shall be thirty percent
(30%) of all such votes."
APPROVAL OF AMENDMENT OF COVENANTS AND RESTRICTIONS

Unlicensed Vehicles
County ordinances requires unlicensed vehicles to be parked in the garage or covered by a tarp under a car port. Since there are no car ports in the subdivision, all unlicensed vehicles must be enclosed in the garage. Questions regarding this issue should be directed to the St. Charles County Code Office.
Parking in the Street
County zoning codes for residential areas
require boats, trailers, campers, etc. to be located at least 12 feet from
the curb. The Code Enforcement Office states that this is interpreted
to mean parking trailer-type vehicles in the street is not permitted.
Questions or specific concerns should be addressed to the County Code Enforcement
Office. In addition, please make sure that you adhere to the subdivision's
Covenants and Restrictions regarding boats, trailers, and campers.
For example, these items must be stored in a garage, not a driveway or
yard. If you have questions, please contact John Nohava (PCS board
member) or e-mail your concerns to the web site.
If you are interested
in running, please write a letter to the Election Committee expressing
your desire to do so. You should include some background information
on yourself along with your address and telephone number. The letter
should be mailed to:

by October 31st to ensure we have adequate time to prepare the ballots for the election. Any resident of Park Charles South at least 21 years old is eligible for nomination.
MONTHLY ASSOCIATION MEETINGS
All monthly Board of Director meetings of the Park Charles Association are held the second Monday of the month at the Biblical Christian Counseling Ministries meeting room located at 200 Park Charles Blvd. South at 7:30 PM. All residents are invited to attend and express their concerns. Copies of the Covenants & Restrictions and Bylaws are available upon request at any monthly meeting.
POSTPONED
The 2001 General Meeting
has been postponed until the first quarter of 2002. A ballot/meeting
notice will be mailed 30 days prior to the meeting.

The Board of Directors extend
their deepest appreciation to all of those individuals who have so unselfishly
devoted their time and effort to making Park Charles South a great neighborhood
in which to live. A special thanks to those who helped with flowers
at the entrances, helped with cleanup around the lakes, and assisted with
great events like the Easter Egg Hunt, Catfish Derby, Halloween Party,
and Santa's Visit. May all of you and your families have an outstanding
holiday season and be blessed during the New Year.
From Your Architectural Control Committee
It’s been a very busy year for your new ACC. We’ve been assisting many residents & neighbors with their home improvement projects throughout the entire subdivision as well as helping to make sure that the association by-laws & use restrictions are followed and adhered to. With this in mind here is some helpful information that we wish you to be aware of:
Home Improvement Projects
Please remember to always
check your copy of the bylaws before starting any project. If you do not
have a copy, please feel free to contact any of your trustees for one.
The rules are quite simple and in many cases contacting the ACC chair by
phone first can point you in the right direction especially with many of
the larger improvement projects requiring permits and inspections from
St. Charles County.
Generally speaking, all projects are required to be submitted in writing to the ACC prior to the start. Discussions over the phone or messages left on answering machines do not count. We try to provide you with a response within thirty days after receiving your written request. In some cases, we can provide you with a verbal approval with the written approval to follow so you can get started right away.
Any project that is undertaken and/or completed without the consent of your association can/may result in a work stoppage and/or tear out.
Use Restrictions
All subdivisions have these
restrictions for very good reasons. Primarily to ensure that the subdivision
always looks its best and to prevent hazards, unsafe and unsightly conditions.
Beautification and the upkeep of the subdivision are also addressed within
these restrictions. The appearance of your subdivision is very important
and directly relates to the value of your home.
We understand that these restrictions may feel invasive but they are a necessity and must be adhered to in all cases. Be aware of these restrictions and take a look around your home to see what you can do to improve the appearance. Please remember that trailers, boats, campers, construction materials and refuse are not allowed on or around your property at any time.
The erection of 6’ tall privacy fences around your property lines is prohibited as well. If you have any questions about the application of any of the restrictions listed here or in the association bylaws, please drop the ACC a note and we will be happy to discuss the matter with you.
We appreciate all the encouragement we have received this year. This ACC was formed in February with new volunteers and it is a very important asset to our community. It has been a daunting task to address all of the correspondence and messages that we have received in a timely fashion not to mention establishing new procedures and protocol. Thank you to all the neighbors who have allowed us to respond to their requests with late night and early Saturday morning visits. With a subdivision comprised of over eleven hundred homes it does take some time to get back with everyone. Thank you for your understanding and patience. We will get back to everyone. Thank you for following the bylaws and use restrictions.
