Here's what you need: 

 hot dogs 
tin foil 
a car 

Directions: 

 Take the hot dog and roll it in tin foil. 
Wire this to the manifold of your car. 
Drive five miles. 
Make sure not to drive too long, lest your smog dog will be overcooked. 
Voila, le smog dog.
