Depressed and exhausted from searching, the President decided to take a break and watch the evening news. Maybe he would get some ideas there...
Immediately the President knew where his balls were: In Kenneth Starr's mouth! It all made since now, Starr had been after his balls the whole time. Clinton jumped to his feet, put his pants back on, and went out to retrieve his balls from Kenneth Starr.
President Clinton tracked down Starr and salvaged his balls from the independent council investigator. They were still intact! Apparently Starr had still been enjoying the flavor and had not yet swallowed his balls.
With his balls back where they belong, the President returned to Washington and, well...
