3. From February 1993 to August 1993: National Commission for Nuclear Energy (CNEN) - Brazil: Manager for Regulatory Support.

This was a short period in between IAEA contracts, in which support was provided to the Reactor Department of CNEN on the licensing issues related to Angra 1 Nuclear Power Plant.


4.a. From August 1990 to January 1993. International Atomic Energy Agency:

Staff of the Extrabudgetary Project on Safety of WWER- 440/230 Nuclear Power Plants.

Duties involved:

-Organization of Design Review Meeting (Feb. 1991).

-Team Leader for the design area during Bohunice Safety Review Mission (April 1991).

-Team Leader for the design area during the Kola Safety Review Mission (September 1991).

-Establishing and maintaining the WWER data bases, containing all the mission findings and recommendations, the identification of the safety issues, their severity and the status of the implementation in the various WWER- 440/230 plants.

-Coordinating the Generic Safety Study on Fire Hazards at the Bohunice Plant (developed by INITEC - Madrid).

-Coordinating the assistance by Brookhaven National Laboratory to provide a WWER Plant Analyzer to Bulgaria.

-Liaison with the Community of European Countries (CEC) on the subject of a data base on Nuclear Safety Assistance to Eastern Europe and the CIS.

Other duties:

-Coordinator of Design Review Mission to Belene Nuclear Power Plant (Bulgaria - January 1991).

-Coordinator of Design Review Mission to Wolsong Nuclear Power Plant (Korea - April 1992).

-Member of the Study Team for the IAEA Country Files Project, aimed at making recommendations to the IAEA Computer Management Committee on making available information more easily available to IAEA staff.

-Member of Ad Hoc Committee on Sales and Distribution of Computer Derived Products, aimed at making recommendations to the IAEA Publications Committee on policies related to computer derived products (databases, software and electronic publications).


4.b. From August 1983 to August 1990 - International Atomic Energy Agency.

Computer Code Specialist in the Safety of Nuclear Installation Section.

Duties involved:

-Installation and testing of computer codes for carrying out accident analysis of nuclear power plants. Main codes used: RELAP4/mod6, RELAP5/mod2, SSYST-2, CONTEMPT-LT, COBRA-3.

-Assistance to specialists from member states to carry out accident analysis with the above codes. Countries assisted: Bulgaria, Hungary, CSFR, Poland, Turkey, Yugoslavia.

-Coordination of 3 Standard Problem Exercises, involving the simulation of accidents in the experimental test facility PMK-NVH (at KFKI - Hungary), and comparison of pre- and post-test calculations with experimental results. Preparation of final intercomparison reports published as IAEA-TECDOCs 425, 477 and 586.

-Organization of annual Technical Committee/Workshop on Computer Aided Safety Analysis. Publication of Proceedings.

Other duties:

-Scientific Secretary for the Nuclear Safety Standards (NUSS) Programme for the area of Governmental Organization. Preparation and publication of 50-SG-G9 Regulations and Guides for Nuclear Power Plants. Revision of 50-C-G Code on Safety of Nuclear Power Plants: Governmental Organization.

Angra 1 Coordinator - Head of Division DR-1 of CNEN Reactor Department.

Duties Involved:

-Coordination of safety evaluation of Angra-1 Nuclear Power Plant. Review of the Final Safety Analysis Report.

Preparation of Safety Evaluation Report and the draft of the license documentation.

-Coordination of activities related to regulatory supervision of Angra-1 commissioning test programme: review of test procedures, witnessing tests, review of test results. This work involved the on-site coordination during the phase from core load to 50% load test.

-Establishment of the Group of Resident Inspectors for Operations (GIRO), including development of inspection programme and inspection procedures.

Other duties:

-Member of the Committee on Regulation for Licensing of Reactor Operators.

-Member of the Committee on Regulation for Reporting Requirements for Nuclear Power Plants.

-Member of the Examination Board for Licensing of Reactor Operators for Angra - 1 Nuclear Power Plant.

5.b. From December 1975 to February 1978 - National Commission for Nuclear Energy - CNEN - Rio de Janeiro - Brazil

Leader of Core Analysis Group (GAN) of the CNEN Reactor Department.

Duties Involved:

-Establishment of the first technical group at the Reactor Department of CNEN, composed of 2 engineers and 2 physicists, all of them with a Master degree in nuclear engineering from the Brazilian Universities.

- Initial work involved establishment of a system of computer codes for neutronic and thermo-hydraulic analysis (LEOPARD/HAMMER/CITATION/COBRA), adaptation to the Angra-1 situation, creation of interfaces.

-Later work expanded into Accident Analysis area, performing independent calculations of transients involving mainly the reactor core. Codes such as AIREK, COSTANZA were used, but an in-house code development work was also started.,

-The GAN was also responsible for the core mechanical design review and also participated in inspection activities related to core monitoring instrumentation and nuclear fuel.


6. Other relevant activities:

Since 1968 the applicant has been engaged in activities connected to the operation and maintenance of thermal power plants and nuclear research reactors.

In 1968, while attending the School of Engineering, the applicant worked for one month in the operation staff of UTELFA thermal power plant as a trainee, in the operation and maintenance section. The work involved observation of daily operation and participation on mechanical and electrical maintenance activities.

In 1970, after graduating from the School of Engineering and after completing an one year course in "Introduction to Nuclear Engineering", the applicant worked for 3 months in the Division of Operation and Maintenance of the IEA-R1 Research Reactor in Sao Paulo. This work involved the daily pre-start up check out of the reactor instrumentation and equipment, start up of the reactor and conduct of normal operation.

In 1971, while engaged in the Master Program, the applicant conducted several experiments at the Argonaut Reactor of the Institute of Atomic Energy in Rio de Janeiro. This work involved operation of the reactor as necessary for the reactor physics and thermo-hydraulic measurements.

In 1973, while attending graduate courses at MIT, the applicant conducted several experiments in the MIT Research Reactor. This work was similar to the one mentioned above, but the reactor was very distinct and of greater power.

The applicant also attended a course in PWR Advanced Technology, followed by a 5 day course on PWR Simulator under the sponsorship of the US NRC, under the retraining program of CNEN.

Diploma of Honor & Merit, for relevant services - CNEN 2002.

Medal of Friend of the Navy, for services related to the licensing of INAP ( land based prototype of the Brazilian nuclear submarine)- Brazilian Navy 2003.
