Chengdu Children's Welfare Institution is regulated by the Chengdu Bureau of Civil Affairs for the purpose of raising orphans, foundlings and homeless handicapped children, as well as for the social welfare enterprise of medical treatment, rehabilitation, special education, and fostering of such children. Recently they have taken in almost two hundred orphans and handicapped children. The institution was comprised from The Holy Infant Institute, The Orphanage, The Foundling Hospital, and other institutions which were originally founded in the 19th century. The Institution building has 5359 sq. meters of space on 5 floors.

Orphans from Chengdu are given surnames based on the Chinese zodiac sign for the year they came to the orphanage (not always the year of their birth). Examples:

Children from the Chengdu Children's Welfare Institution have been adopted by families in the U.S.A, Canada, Holland, Denmark, Finland, Spain, Norway, Sweden, Belgium, Ireland and France.

The Institution is located on the southwest side of the main road heading northwest out of Chengdu, about 200 metres inside of the "flying road bridge" where the ring road crosses Ying Menkou Road. Its location is marked on this map of Chengdu.
