Street Fighter 3: Third Strike has been out for quite some time now and a lot is known about the system's mechanics. Pretty soon after the Dreamcast release a guide book was released in Japan containing a lot of specifics like frame data and the sort. I couldn't find a store carrying the book (as it is pretty old) or even a link to the cover, so you're just gonna have to trust me on this one. People used to refer to it as the 3S Bible.
Fortunately a lot of the data has become publicly available since then. A website called Karathrow had the Dreamcast framedata for every character's normals/specials/supers and also some data on dashes throw ranges and more. The site is no longer online but is archived (as are most websites) in the WayBackMachine. Find it
here. There is a complete list of frame data available on
Game Restaurant. It's in Japanese but once you figure out the structure of the tables it's quite easy to understand. In addition to this a lot of data on almost every part of the game (even walking is described) is available at
this Japanese site. Go to its main page for links to everything from the combo system to how much damage the SUV in the bonus stage takes before breaking. That site becomes suprisingly readable when pushed through the
Babelfish translator as long as you already have a basic knowledge of the system. A lot of it was translated into English and posted in
this SRK thread by JinraiPVC. Props go out to him for the effort. Some of the parrying data was known for some time, but
this post from that thread is probably the most straightforward easy-to-understand compilation of that information. That's where I learnt that clean parry inputs (going back to neutral) give no advantage when parrying jump-in's, something I would have sworn was the case... shocking.
So, instead of compiling a long list of all this data (it truely is a lot) I just provided you with a bunch of links, it'll be worth your time reading it all though.
