National vs State Government

    The Articles of Confederation became the first constitution in 1781. The founding fathers of the Articles of Confederation discovered that this document made the National government too weak, so they wrote a new document called The Constitution. Under The Constitution,  a system called federalism divides the power between National and State governments.
