The Celestial Fury was already a formidable weapon, requiring finesse and the finest warrior spirit. But when a group of monks from Kara-Tur, seeking to ensure a favorable rebirth, agreed to infuse the katana with their essences, its power grew in kind. It is said that the blade will be unmade when the gods have unleashed all their wrath upon creation, at which point the monks will be re-embodied and inhabit places of glory among the planes.

I included an Ioun stone which contains most of the powers for the ioun stones in game. In the text it tells which ioun stones were actually added and what abilities those stones hold. Since as someone pointed out earlier ioun stones float above your head you can have multiple ones and they do not keep you from wearing a helm. Larloch I think has 23 floating above his head for example. So this updates that and also added the circlet of nethril in there as well in case it is worn by a mage. No restrictions on who can wear what since there are only a couple stones that cannot be worn by all classes/races/alignments/etc.
