76.605(a)(6)
Fact
(6) The rms voltage of the aural signal shall be maintained between 10 and 17 decibels below the associated visual signal level. This requirement must be met both at the subscriber terminal and at the outputs of the modulating and processing equipment (generally the headend). For subscriber terminals that use equipment which modulate and demodulate the signal (e.g., baseband converters), the rms voltage of the aural signal shall be maintained between 6.5 and 17 decibels below the associated visual signal level at the subscriber terminal.

Measurements
There are several types of meters on the market today to make these types of
measurements. 76.609(a)provides some suggestions on how to perform
other tests and 76.601(a)(1)provides test point and data collection information.
