CONSTITUTION OF JETERO RADIO CONTROL CLUB, INC.
(Revised May 20, 1999 - Changes are indicated in red)



ARTICLE I - NAME

The name of the club shall be Jetero Radio Control Club, Inc. and shall hereinafter be referred to as the "club".


ARTICLE II - OBJECTIVES

  1. To obtain and maintain a suitable flying site.

  2. To promote a feeling of fellowship, exchange information, and help people interested in radio controlled model airplanes.

  3. To encourage other people to become interested in this hobby.

  4. To encourage sportsmanlike conduct and safe practices when flying model airplanes.

  5. To promote group activities such as fun fly contests.


ARTICLE III - MEMBERSHIP


SECTION 1

The membership in Jetero RC Club shall be limited to 150 members exclusive of those under 18 years old and Additional Members of Same Household. (5/28/98)

A person shall be considered eligible for membership in the club if:

  1. He/She expresses an interest in becoming a member of the club consistent with the forgoing objectives; and

  2. Is an active member of AMA; and

  3. He/She attends at least one flying session with a member of the Executive Committee or the Membership Committee; and

  4. He/She attends at least one official club meeting, or if he/she cannot attend the meeting due to extenuating circumstances, he/she will be required to obtain the recommendation of a member of the Membership Committee; and

  5. He/She receives a majority yes vote of the members present at the meeting.

  6. Junior members, those persons under 18 years of age, must be sponsored by a fully responsible Adult member of Jetero RC, Inc. (the "Club")

  7. An opening exists for a new member. (5/28/98)


SECTION 2

A person shall be considered a Member of the club if:

  1. He/She has paid all dues, fees, and penalties required for membership; and

  2. He/She presents to the Secretary a then current AMA membership card; and

  3. He/She has not been removed from membership according to the provisions hereof or the by-laws.


SECTION 3

Student pilot Members and Associate Members:

  1. "Student Pilot Member" status can be given to a person who has complied with Sections 1 and 2 above except 2a. See By - Laws.

  2. "Associate Member" status may be given to anyone who complies with the By- Laws requirements for that status, or as deemed appropriate by the Jetero regular membership for any individual.

  3. "Car Member" status may be given to anyone who complies with the By-Laws requirements for that status, or as deemed appropriate by the Jetero regular membership for any individual. (05/20/99)


ARTICLE IV - OFFICERS AND DUTIES


SECTION 1

The officers of the club shall consist of a President, Vice President, Secretary, and Treasurer. All officers shall be elected. The President shall call for nominations from the membership. All elections shall be by ballot and the candidate receiving the greatest number of votes shall be considered elected to fill such office. The elected officers shall be installed at the December meeting and immediately qualify and serve until their successors are elected and installed as herein stated.


SECTION 2

The President shall preside at all meetings and meet with committees as his convenience permits. He may sign written contracts and obligations which are approved and authorized by the club and perform such other duties as necessary.


SECTION 3

The Vice President, during the absence or disability of the President, shall act in the President's stead. In the event of the resignation, retirement, or incapacity of the President, he shall become the President for the unexpired term of office. The Vice President will supervise the Flying Facility Committee and the Flight Instructors Committee.


SECTION 4

The Secretary will record and report minutes of each meeting and maintain accurate records of the club proceeding. The Secretary will be responsible to maintain the requirements of the Charter issued by the Academy of Model Aeronautics (AMA). The Secretary will supervise the Membership Committee.


SECTION 5

The Treasurer will keep accurate financial records, be responsible for all funds collected and keep the funds in a safe place. He will report the financial condition of the club at each regular meeting. Funds may be disbursed only upon vote of approval by the club members and such shall be accompanied by receipts. Exception: The Treasurer may, at his discretion, disburse up to $300.00 per calendar month for club expenses, provided such expenses are receipted and included in the next monthly meeting report. The Treasurer will Chair the Finance Committee and supervise the Social Activities Committee.


SECTION 6

The Executive Committee will consist of the President, Vice President, Secretary, Treasurer, Newsletter Editor, and most recent past President who is not currently President of the club. The Executive Committee members consisting of currently elected officers will direct the business affairs of the club. (See By-Laws Section Three) (5/28/98)

In those cases where the current President may or appear to have a Conflict-of-Interest, as determined by the majority of the Executive Committee, the Past President and the current Secretary may jointly sign binding contracts for Jetero RC Inc.


SECTION 7

Election of officers to replace officers that resign, retire, or become incapacitated prior to the completion of their term shall take place at the first regularly scheduled monthly meeting following the resignation, retirement, or incapacity of the officer. In the event the officer resigns or retires during a regularly scheduled monthly meeting or special meeting, a new officer shall be elected before any further business in said meeting shall take place. In the case of the resignation, retirement, or incapacity of the President, the Vice President shall replace the President and new Vice President shall be elected immediately. If the Vice President does not wish to serve as President for the remainder of the vacated President's term, the Vice President shall temporarily act as President for the purpose of electing a new President and thereafter return to his/her duties as Vice President.


ARTICLE V - NEWSLETTER EDITOR

The club shall publish a monthly newsletter. The publishing and mailing cost shall be paid by the club. A newsletter editor shall be elected by the club membership. The editor shall be elected and replaced if his/her position is vacated prematurely in the same manner in which club officers are elected and replaced. The editor shall not make decisions regarding the business affairs and operations of the club but shall provide information to the membership regarding the club, model operations, and radio control flying.


ARTICLE VI - MEETINGS AND COMMITTEES


SECTION 1

The President may call special meetings with the approval of a majority of the Executive Committee. Notice of a special meeting shall be mailed to each member's last known address not later than 7 days prior to the scheduled date of the meeting.


SECTION 2

The President will appoint such committees as he sees fit for proper operation of the club.


SECTION 3

A "Quorum" shall be defined as: Those members present at a regularly scheduled or special meeting. A quorum is necessary for the club to transact business.


ARTICLE VII - GENERAL DUTIES AND RULES OF CONDUCT


SECTION 1

Flying field and meeting rules of conduct are to be enforced by EACH member.


SECTION 2

When the conduct of any member becomes detrimental to the charter and welfare of the club or if any member conducts him/her self in any way contrary to, or in violation of the Constitution, by-laws, or rules of the club, he/she shall be notified of his/her misconduct and may appear before the membership at a regular meeting to defend his/her actions.

If upon review of charges, the membership finds the charges to be true and two-thirds (2/3) of the members present at the meeting vote to remove said member from the rolls, such member shall be so removed without return of any portion of dues or fees previously paid by said member.


SECTION 3

A member who fails to pay fees, and/or penalties or otherwise discharge all of his/her financial obligations to the club within thirty (30) days after due notice, except as provided for hereafter in Section 5 of the Constitution, may be removed from the membership of the club upon approval of a majority of the members present at a regular or special meeting. Furthermore, removal from membership in the AMA at anytime shall be considered removal from membership of the club without the necessity of any action by the club.


SECTION 4

No members or guests will consume alcoholic beverages prior to, nor during, participation in any model operations.


SECTION 5

To help keep and maintain our flying field, it is necessary to have work days. Work day jobs include, but are not limited to, trash removal, repairs, construction of structures, and lawn and field up-keep. It is the responsibility of EACH MEMBER, except members under the age of 18 years, to work at least one (1) day at the field each year. A work day roster shall be maintained and the work day rules shall be adhered to as set forth herein and in the Jetero R/C Club Field Rules and Guidelines. If a member does not work one day during the calendar year, a monetary penalty will be added to his/her annual dues for the coming year.

The members' annual dues to renew his/her membership for the coming year will not be accepted without payment of the work day penalty. The membership shall, by a majority vote of the members present at a regular or special meeting of the club, determine the penalty a member shall pay if he/she fails to work at least one (1) day during each calendar year.


SECTION 6

Club meetings shall be held monthly. The monthly newsletter shall indicate the date, time, and place of the meeting, a copy of which shall be posted at the field.


SECTION 7

Prospective new members (except for invited guests) are limited to a maximum of three flying sessions before joining the club.
