This is how to flick cardboard rings with a rubber band



This is a pattern for making them. Use thin card. The triangles are for tracing onto tissue paper; if you stick a triangle onto a ring it goes further.

The width of the slot needs to be quite accurate or it jams, also the rings need to be quite accurately made. A simpler one can be made just by attaching a bit of bent wire to the motor but the discs have to be fed in individually with your other hand.
