The Cascading Style Sheet specification1 provides for an elegant way to change the display properties without disturbing the content of a html page. A few themes are listed here. One may spend a good half hour trying out the themes, and later prefer using the plain default theme! [Please let me know if I got this wrong.] For this reason, this is a "recreation" rather than a "feature" in this site.
I personally prefer plain black letters on a white background. However many would like to have color splattered all over the page. The CSS specification provides quite a challenge to web designers and a wide range of options to users.
Of course, your browser should be capable of implementing the CSS specification, and should be enabled otherwise, the effects of setting a style sheet are not seen.
