This is the key information from the above site: "There is no Federal quarantine required for pet birds originating in Canada. However, an inspection by an USDA veterinarian must be conducted for all pet birds entering the United States. Please see appendix 1 for contact information."
To bring the birds back into Canada that a certificate of health is required from authorized Canadian vets before the birds leave. Only certain border crossings can approve birds and you have to make an appointment 72 hours in advance.
