If you ask me, the best resource out there is the Oracle mail list. You can be part of this excellent list by sending an email to listserv@listserv.ic.sunysb.edu without a subject and with the text subscribe oracle-l xxx (where xxx is replaced by your real name). There's even a very good and active Oracle Rdb listserver out there. You can become a member of this by sending the word SUBSCRIBE to oraclerdb-request@jcc.com.
There are also newsgroups out there which you will probably find very useful. You might want to look at comp.databases.oracle or comp.databases.rdb. These are for Oracle and Rdb/VMS respectively, but you will also find more general newsgroups like comp.databases and comp.databases.theory.
I can also recommend ODTUG and Oracle OpenWorld in your quest for information. ODTUG is tools oriented and OpenWorld focuses more or less 50/50 on database and tools. If you decide to join ODTUG be sure to not miss the annual conference. This year it will be held in San Diego (more info on ODTUG's website). You're guaranteed to learn a lot and of course, have a good time. Here are some photos from our trips to these events.
