Some Dos and Don'ts

I was always taught that rules are far more easy to abide by if they are positive instructions rather than prohibitions. So, I will try not to include too many "Don'ts!"

And the very first rule is :

DO remember this is your website we're talking about! When it comes down to it, you should make it look like YOU want it to, not as directed by anyone else!

But apart from that,
DO use contrasting text and background colours : dark text on light background, or vice-versa: 

light on dark or dark on light

- colour combinations I have come across have been red on orange, green on turquoise or (honestly!) yellow on white - all of which make the text difficult if not impossible to read.

DO try to keep your backgrounds from being too "busy" - just look at some of the mistakes on this page or this one - they're both my mistakes , so I'm allowed to be rude about them! (I know better now!!) If you do want to use a fancy background for the whole of a page, consider putting the text in a Table with a plain background colour: see my index page for an example of what I mean.
