BE IT PROCLAIMED:    Whereas, Sam Shafer retires from The Procter & Gamble Company on October 1, 1999, after 31 years of service; and,    Whereas, family, friends, and colleagues of Sam Shafer gather to commemorate this event on September 21, 1999, and,    Whereas, this gathering will reflect with fond memories of his 31 years; and,    Whereas, the Cost Engineering Community, colleagues, and friends will sorely miss his dedication, mastery, and most of all, his humor.    Whereas, this gathering will wish Sam and Nancy bright hopes, dreams, and happiness.
