RobMail
RobMail is a freeware perl program that allows you to set up and maintain an unlimited number of mailing lists. The mail messages that are produced can be personalized with the name of each recipient. They can also include a signature file, and a stat on the total number of messages sent. After entering the message text, you are given a preview of the message, and you can make any necessary changes.

CGI-Subscribe
CGI-Subscribe v1.4 (or 1.0 for Windows NT) is a simple web interface which allows users to add their name and email address to a list. With the admin interface, you can then send out periodic messages to everyone on your list, change your password, or delete a subscriber (new in v1.3).
