NB: As of Tuesday, 07-Jul-98 02:30:49 PDT, it appears that GeoCities is considering removing this requirement in favour of a “Watermark” scheme. Thus this page may be obselete by the time you read this.

As far as I get things, apart from GeoCities’ own rules, all you need on your page is a ‘GeoLink’–they invented that jargon–back to them. It can be either to the Welcome to GeoCities page, or to the welcome page of your neighbourhood. Sounds simple, huh?
