BIENNIAL TOWN ELECTIONS
Only in years when there are no State elections,
Westport. Norwalk. Ridgefield. Redding, New
Canaan and many other towns in Connecticut hold
elections for Town officials. Perhaps the time has
come for Wilton to adopt the same method. It
tends to reduce the expenditure of time and money
in holding two elections. Town and State. every
other year. At present onlY our sclecimen. con-
stables and grand jurors are elected for annual terms.

THE "SCENIC HIGHWAY"
The State Highway Commission seems to have
dropped the idea of a new "scenic highway" from
Wilton to Ridgefield along the Salt Pound Branch
and Spectacle Brook. The plans which have been
submitted to the Wilton selectmen for approval in-
dicate that the only major change contemplated in
the present Ridgefield Road is the elimination of
the steep grade from the corner of Olmsted 1--1i11
Road to the top of Comstock Ridge. A better grade
is proposed by turning east just above the Comstock
house and
reentering the Ridgefield Road south of
the Moran residence.
FACTORIES
The rapid increase of manufacturing establish-
ments in Norwalk has brought several real estate
operators to Wilton in search of new factory sites.
1 hey have not been encouraged by our selectmen.
It seems opportune to consider an ordinance limit-
ing commercial structures as provided in Sec. 63b
of the General Statutes, passed in 1931. This sta-
tute permits, "the selectmen of any town-to enact
ordinances or by-laws establishing districts within
which no commercial or business structure or build-
ing, including advertising signs, may be erected"
except upon license granted after a hearing before
the selectmen, as in the case of filling stations.
THE VIADUCT
The Petition of Wilton residents asking the elim-
ination of the grade crossings at the Center by the
construction of a viaduct across the Norwalk River
and Railroad has received a large number of signa-
tures. It may still be signed at the Village Market
or at the Town Hall. The selectmen have applied
to the Public Service Commission for an order per-
mitting the elimination of the grade crossings. Plans
for this viaduct were prepared in 1928. The I ligh-
way Commission has agreed to go over these plans
and see if they require revision, so as to be ready
to proceed immediately the funds are available
This project is now second on the list of necessary
grade crossing eliminations for which no funds have
yet been provided. Work can be begun if funds
remain from projects under construction Of if Ad
ditional funds are made available by the Federal
Government for grade crossing elimination. Our
Representative Mr. George Warrick,. is chairtnan of
a Committee of the Wilton Association which is
working t,, secure the vincluct.
