"It has become a widely accepted principle of contemporary international law and practice that wherever human rights are being grossly violated, the international community has a duty to do its utmost, as a matter of the greatest urgency, to help provide protection to those at risk; that the international community should help bring relief and assistance to those in need; that the facts must be gathered with a view to throwing light on what has taken place and with a view to bringing those responsible to justice; and that the perpetrators of gross violations must be rendered accountable and justice rendered to the victims.
