Ring Pliers.
One Handed Ring Closing Tool.
Rings: 14 ga. 3/8 inch diameter, Galvanized Steel Wire, Ace
Hardware's Electric Fence Wire, 1 mile spool. Cut with the yellow
handled WISS tool.
The tool: plus an open and some closed rings.

The screw fine tunes the tools' closed gap.

It looks as if the ring is being spread open, but this is deceiving.
It is overbending the ends. The ring itself then springs back to
the preferred alignment.
Done with the "ring":
This kind of alignment can be perfected, but is good enough for me.
I have various sizes of pliers in various notch depths for larger rings.
This particular pair of ring closers has made 4 hauberks, 2 coifs and
piles of other stuff with not much wear on the tool.
Construction of Tool:
Purchase cheap needle-nose pliers.
Cut off the "nose" or maybe half of it.
Grind "notches" to your taste. This takes time as you need to try each
"adjustment".
Screw: drilled and tapped for finer adjustments.
