#win95info is a channel (chat room) on the EFnet Network of IRC (Internet Relay Chat). In order to access EFnet, you need an IRC client program. A good Windows program is mIRC. JFH3 created Çhanne£ Mâstêr (a script for mIRC). Channel Master is a complete channel maintenance/protection script.
