One thing I noticed, but haven't found out how to keep repeating is: Sometimes when you set cars on fire, they will keep burning instead of the fire going out in a minute or so. If the cars stay on fire while you're playing, you should burn all the cars you can. Doing this will cause the game not to regenerate new cars and the streets will be somewhat empty while you are driving. This will allow you to get to your destination quicker and with less damage. One draw back to this is, if you destroy all the cars, you will not be able to find a police car when you need it. .

Use the unlimited live option and the all weapons option, then get your points multiplier up to 5 or 6. Then find the "religious culters" dressed in orange following each other. Take the flame thrower and stand in front of them and toast them all. This will give you a huge amount of point but also cause all the police to come after you. Use the next tip for that. .

When the police are chasing you, get in a car and drive it to a wall, keeping the wall on the driver's side so close the police can't get in-between the wall and the car. Then when the police come up to you, just run them over. If your multiplier is up to 5 or 6, you could get up to 6000 points. Also, try taking one of their police cars, then running over a policeman is double.

When ever you needs some quick cash, just take a car to the docks and sell it.

If you have your multiplier up high and it looks like the police might catch you, then kill yourself by jumping into the water or standing too close to a car when you blow it up. If they catch you, your multiplier gets cut in half.
