A classic on the subject. Contains a good introduction and basic information on this type of kite. I haven't tested any of the plans yet.

Judging by postings on rec.kites people have had mixed results with Rowland's plans. It is hard to determine whether this was caused by construction errors, inaccurate sewing, or a faulty plan. There definitely are a number of errors in some of the plans; here is an errata list and some building tips which I have compiled from the net.
