If you want to compile it you will have to include two libraries into the project:
ddraw.lib
dxguide.lib
If you have VC++, then you will probably find them  in the DevStudio\VC\lib directory, relative from where you installed VC++. You include them from the following menu: Project -> Add to Project -> Files.
