This is Soun Tendo, Ranma's Father-in-Law to be.  He is the father of Akane, Nabiki, and Kasumi, and before that, he studied under the same Master as Ranma's father, sharing many misfortunes and misadventures.  So their current situation as parents is about par for the course!
Soun Tendo is a sensitive man, but has a tendency to over-react, often bursting into tears.  He, like Genma, eats like a pig.  But not like a panda.
