SAN FABIAN- An exemplary and illustrious son of this town, a man for all seasons and for all reasons is this extraordinary man Presiding judge Clifton U. Ganay of the Regional trial Court's Branch 31 in Agoo, La Union.

    Because of his excellent and courageous elevating way of dispensing justice, Ganay became a recipient of several awards and citations in appreciation of his style of public service as a judge from a sensitive aware and grateful society.

    Records show that he was newly promoted as executive judge of the RTC in Agoo, LaUnion als week.

    For giving himself totally to his work, dedicating his time, talent, resources and resourcefulness to such work, he was able to decide on a great member of cases - about 20 cases a month on the average - considered the fastest in La Union. He works even on Saturdays and Sundays.

    A number of his decisions have been hailed and revered as masterpieces and classic by legal circles and newsmen writing in the Ilocos Herald  and the Ilocandia Express. Reading his decisions, which are often accompanied by historical events and descriptions os acts of humanity, enriches the mind.

    Barely three years in office, he was chosen Outstanding Filipino Achiever of the Year (1999) by Namestare, a publication that gives due recognition to those working inthe government who had achieved some success in their goal, and chosen as the recipient for the Golden Leadership national award, a prestigious honor given to a  citizen-public servant who is successful in his line of profession by the executivecommittee of the concerned media for passing the criteria, to wit:

    - Fealthy to the law

    - Public service rendered

    -Civic and social responsibility

    Ganay has a long, enduring record as a practicing lawyer and for 18 years as San Fabian municipal councilor, had contributed srength and dynamism to the municipal concil, sponsoring quality resolutions and ordinances that improve human life in several aspects.
