Why get angry at your child for not behaving in public?
At work, save all paper where only one side is used and let the kids help themselves. Use paper place mats when eating out. Open their world and creativities by making silly things out of circles, squares, then diamonds, cats, simples things, and watch them grow. Soon you'll notice you know them better by watching that which they create, like a window to their souls. Using the approach that nothing is a mistake, show them how "mistakes" can become trees, or houses, or new inventive designs.
Each "session" explores their creative talents, and opens a whole new world to them, and in public, keeps them very busy.
Don't be their friend, be their guide, their leader, their example, and let them explore. Parents and teachers, or even strangers, who try to be "friends" have no boundaries, and the children are then open to be abused. Parenting is not a popularity contest. Let them be friends with those their own age. Once they spot an adult trying to act like a friend, then their own instincts will set in.
Art can be abused, too. Don't take credit as they excel, or they may resent that. As a parent, don't make them draw or make things for your friends.
In punishment situations, try to avoid restricting them from reading and art. Deprivation of TV, snacks, or certain freedoms is much more effective, and not degrading.
With reading, teach them as young as possible, to build their self-love, and to open that world to them. One good trick is to set their bedtime, knowing that sometimes they'll object. Stand by that bed-time, but set it one hour later if they read, and don't back down. Soon they'll be begging to get more books, and the flip side of that coin is that as they read, their eyes do get tired, and rarely make it that extra hour, yet they enjoy the freedom of feeling like they are getting something extra.
