The red is the top layer (layer 1). Layer 1only contains red. You can see the white in the layer because of the layer mask. Notice the black painting on the Layer Mask. Anything black in a Layer Mask hides the contents of the layer. Also, notice that the Layer mask thumbnail has a black line around the edges. This means that is is active. You can also tell that it's active because of the marquee icon next to the Eye in the Layer palette entry.
