1. Points

1.1 Any QB, RB, WR or Kicker can receive these Offensive points.

2. Rosters

2.1 Roster Make-up

Each team owns 17 players:

3 QBs 
4 RBs
5 WRs
2 Defenses
2 Kickers
AND one more RB, WR, Defense or Kicker.

2.1.1 Tight Ends are considered to be Wide Receivers.

2.1.2  “QB Rights to the Backup” rule.  You don't actually own an individual QB, but instead, you own all of an NFL team's QBs.  So each week you start one QB from that NFL team.  If he gets hurt or benched during a game, you only get points for his--and not the other QBs--performance in that game.  Next week, if he's still out, you can start his backup.   If you think that the starting QB will get benched, and want to play the backup QB, then start the backup--but you must decide before kickoff, of course.

2.1.2.1  If during mid-season a NFL team trades a QB, you do NOT retain rights to that QB. So, even though you might say, "I have Brett Favre", you really just own the rights to all of the Packers' QBs and not directly to Favre.

2.1.2.2  If the media is not reporting who is going to start, you are allowed to email or call in to the commissioner and your opponent for the week and say, "I want to start at QB, whoever is starting today for the Bengals."  We can adjust the website after kickoff.  But if you don't make that email or call, the Commissioner will assume that whoever you have in the CBS website is who you want to get points for.

2.2 Roster Changes

2.2.1  You are to use the CBS Website, under TRANSACTIONS, as much as possible.  Phone-ins are not encouraged.  If you explain yourself and leave lots of options, you don't risk screwing yourself if I don't get the message until after kickoff.

2.2.2  If you don't email or call the commish, whatever you have in that website is what you want.  Watch the BYE weeks!

2.2.3  Pick-Ups and Drops

2.2.3.1  Pickups cost $1, added to the final winning pool.  Your request for pickup must obviously come with a drop, unless, of course, you're under the roster size rule.

2.2.3.2  The pickup requests are handled first-come-first serve, except for from kickoff (whenever that player kicked-off) to Wednesday at 9pm CST.  Between that time, if multiple owners request to pick-up a player, whoever has a lower W-L record gets the player, ties decided by that specified in Section 6.2.2.2.3.  After Wed @ 9pm, it is first-come-first-serve.

2.2.3.3  The commissioner has final say over any strange pickup moves (for example: if you have someone who plays on a Saturday game, then you drop them Saturday night after their game and pickup someone who could play Sunday, you cannot start that new pickup until the next weekend--something like that).

2.2.3.4  From the end of the draft to the first kick-off, drops and adds are first-come, first-serve and still cost $1.

2.2.4  Trades

2.2.4.1  Trades are free. 

2.2.4.2  Except where noted elsewhere, you are allowed to trade draft positions, including draft rounds.  Make sure you even-out a draft round trade with another draft round elsewhere in the draft.  ALSO, if the other team you trade a draft round with ends up dropping out of the Leege, that portion of the trade involving draft rounds is nullified.

2.2.4.3  Trades usually don't involve the Commissioner, so use the CBS website.

2.2.4.4  Trade Deadline.  Trades are not allowed from the first kickoff of Week 14 until the last play of the NFL regular season is played.  Off-season trades are allowed, but not during the draft.

2.3 Weekly Lineups

QBs: play 2 each week
RBs: play 2
WRs: play 2.
Play 1 more RB or WR
Defense: play 1
Kickers: play 1

For a total of 9 playing each week.


3. Draft

3.1  Draft order to be determined randomly by the Commissioner at least one week prior to draft.

3.2  The draft order will be in "serpentine" fasion, i.e., 1-10, then 10-1, etc.  There will be 16 rounds that way.  Then the 17th round will be decided in random order.

3.3  Teams must submit their list of players that they are going to keep under “keeper” rules (see section 4.) and all trades 10 minutes before the draft begins.

3.4  No team is allowed to have more than 17 picks in 17 rounds.  [This could happen from the trade of draft rounds in a previous season.]   If this happens, the team must give up the earlier of the two picks in the lowest round that they have more than one pick in.  Teams are allowed to own 2 picks in the same round, but only if they skip a round elsewhere in the draft and their total number of picks is 17 in the 17 rounds.


4.  “Keeper” Rules

4.1  Starting in the 2008 season, for all players, unless otherwise noted, drafted in the 6th rounds and later, they are owned with “keeper” rights, unless the player is dropped during the season. 

4.2  To keep a “keeper” next season, you must give up a pick in that next season's draft.  The pick you must give up is the round you first drafted the player, minus 5.   To keep them another subsequent year, you must give up a draft pick another 5 rounds earlier.  For example, if you draft a player in the 2008 draft in the 11th round and want to keep them in the 2009 season, you must give up a 6th round pick in the 2009 draft and a 1st round pick in the 2010 draft.

4.3  You can only keep 3 players from the preceding year.

4.4  QBs do not have “keeper” rights.

4.5  “Keeper” rights carry-over with a trade.

4.6  When you drop a player that you have “keeper” rights to, the rights are terminated and the player becomes a free agent.  You are free to pick them up again (for $1), but your “keeper” rights expire.

4.7  Once you decide to keep a “keeper,” you have effectively have used that draft position, therefore you cannot trade that draft position. [Executive Order]

4.8  For the draft, if a team has two or more “keepers” who are from the same round, the team must also give up a pick in one round earlier to keep those two players.

4.9  Players that are “keepers” and were drafted and “kept” in years prior to 2007, will remain as “keepers” with all previous rules applying to only those players.  Currently that means that only 3 rounds need to be subtracted for those “keepers.”  No players drafted in 2007 can be kept in 2008.

4.10 Rules 4.1, 4.2 and 4.3 cannot be amended until prior to the 2010 season.


5. Finances

5.1  $150 a team, but the Commissioner only pays $100, for a starting pot of $1,450.

5.2  YOU HAVE TO PAY ON DRAFT NIGHT, or NO PICKUPS ALLOWED.

5.3  Any incidentals are also required on draft night, for example the costs for the CBS website.

5.4  On draft night, a $10 escrow account also has to be filled to pay ahead for Add/Drops.  Unused funds will be returned to the team at the end of the season.


6. Winnings

6.1  Each week, the highest points each week is worth $20 each week. ($340)

6.1.1  Ties are divided evenly.

6.2  Toilet Bowl Game.  $50 is allocated for the Toilet Bowl Game.  After the season is over, any team that did not win any money as defined in Rule 6.3 (1st, 2nd, 3rd or HPG) will have its points totaled for the last 4 weeks of the season (14-17) and the team with the highest points for those 4 weeks is the winner of the Toilet Bowl Game.  Ties are divided evenly.

6.3  The Final Pot

6.3.1 The $390 of weekly winnings and the $50 Toilet Bowl game is subtracted from the starting pot of $1,450, for a reminder of $1,060.  The season-long accumulation of $1 “Add” money (from rule 2.2.3.1) is then added to that value to calculate the final Final Pot.

6.3.2 The Final Pot is divided among two games:

6.3.2.1  10% to the Season Highest Point Getter (HPG)--whoever gets the highest total points season long.  Ties are divided evenly.

6.3.2.2  90% for the Head-to-Head Schedule

6.3.2.2.1  Each week, you matchup against one other Phantacee team.  The team with the highest points, wins that week.  The Schedule will be structured by the Commissioner so that every team will play each other twice, except one team, which you'll only play once.  Who you do not play twice will be rotated each season.

6.3.2.2.2  At the end of the 17-week season, the team with the highest W-L-T record wins.  The winner will be given 50% of the Final Pot, second will get 25% and third will get 15%.

6.3.2.2.3  At season end, Ties will be decided by the following rules:

    1. Overall point score.
    2. Points Against.
    3. Head-to-Head
    4. The coin-flipper
