The Lothlorrien Constitution
We the people of Lothlorrien, in order to establish justice, insure domestic tranquillity, provide for the common defence, promote the general welfare, and to provide an alternative nation for those who wish to be silly, do ordain and establish this Constitution for Lothlorrien.
Article. I.
Section 1.
Lothlorrien shall be governed by a benevolent dictator, who shall be advised by the Council of Lothlorrien.
Section. 2.
Clause 1: The council shall be composed of members chosen by Her Majesty, Empress Julie I.
Clause 2: All members of the council must have attained the age of five years, must have been a citizen of Lothlorrien for one day, and must have been chosen by Her Majesty, the Empress. If the Empress chooses a member of the council who does not meet any of the aforementioned requirements, that person can still serve on the council.
Clause 3: Her Majesty, Empress Julie I shall have veto power over any decision made by the council.
Clause 4: The council shall assemble at least once in every year, and such meeting shall be at the convenience of Her Supreme Majesty.
Section. 3.
Clause 1: The council shall be the judge of the qualifications of its own members, and a majority shall constitute a quorum to do business.
Clause 2: The council may determine the rules of its proceedings, punish its members for disorderly behaviour, and, with the concurrence of two thirds, expel a member.
Clause 3: The council shall keep a journal of its proceedings; and the yeas and nays of the members of the council on any question shall, at the desire of one fifth of those present, be entered on the journal. This journal need not be kept unless Her Majesty, the Empress deems it nessessary.
Clause 4: The council, shall not, without the consent of Her Majesty, the Empress, adjourn for more than three days, nor to any other place than that in which the council shall be sitting.
Section. 4.
Clause 1: Her Majesty, the Empess, has the power to create any laws she chooses, at any time. These laws are not to be questioned by anyone outside the council, under whatever penalty Her Majesty, Empress, deems appropriate. The council cannot alter the laws created by Her Majesty, Empress Julie I.
Section. 5.
Clause 1: The council shall have power to provide for the common defence and general welfare of the Lothlorrien, as well as insure that a state of silliness is kept at all times. The council shall also have the following powers;
Clause 2: To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures;
Clause 3: To form tribunals inferior to the Council of Lothlorrien;
Clause 4: To declare War, grant Letters of Reprisal, and make Rules concerning Captures on Land and Water;
Clause 5: To raise and support armed forces under the jurisdiction of His Honable Highness, Prince Jeffrey;
Clause 6: To use whatever means nessessary to insure a state of silliness;--And
Clause 7: Any Power Her Majesty, the Empress, chooses to wield.
Section. 6.
Clause 1: The migration or importation of such persons as Her Majesty, the Empress, or the council shall think proper to admit, shall not be prohibited by the council.
Clause 2: Titles of nobility shall be granted by Her Majesty, the Empress, as she see fit.
Article. II.
Section. 1.
Clause 1: The executive power shall be vested in a Her Majesty, Empress Julie I. She shall hold her office during the term of her life.Clause 2: In case of the death of Her Majesty, Empress, Julie I, or the resignation, or inability to discharge the powers and duties of the council, power shall be inherited by her next of kin, whomever she has designated as her inheritor. Should there not be a next of kin designated, the country of Lothlorrien shall be disbanded.
Section. 2.
Clause 1: His Honourable Majesty, Prince Jeffrey, shall be Commander in Chief of the armed forces of Lothlorrien, when called into the actual service of the Lothlorrien; he shall have power to grant reprieves and pardons for offences against Lothlorrien.
Clause 2: Her Majesty, the Empress, shall have power, by and with the advice of the council, to make treaties; and, by and with the advice of the council, she shall appoint ambassadors, other public ministers and consuls, judges of the supreme court, and all other officers of Lothlorrien, whose appointments are not herein otherwise provided for.
Clause 3: Her Majesty, the Empress shall have power to fill up all vacancies that may happen during the recess of the council.
Section. 3.
She may adjourn the council to such time as she shall think proper; she shall receive ambassadors and other public ministers; she shall take care that the laws be faithfully executed, and shall commission all the officers of the Lothlorrien.
Article. III.
Section. 1.
The judicial power of the Lothlorrien, shall be vested in Her Majesty, the Empress, and in such inferior courts as she may from time to time ordain and establish.Section. 2.
Clause 1: The judicial power shall extend to all cases, in law and equity, arising under this constitution, the laws of Lothlorrien, and treaties made, or which shall be made, under their authority.
Clause 2: The trial of all crimes shall be by Her Majesty, the Empress; and the trial shall be at such place or places as Her Majesty wishes. Trials may also take place by e-mail or in chat rooms on the internet, or other suitable means of communication if it is not feasible for a court to be established.
Section. 3.
Clause 1: Treason against the Lothlorrien, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort.
Clause 2: The council shall have power to declare the punishment of treason.
Section 4.
Clause 1: Undue seriousness, shall constist in acting in a serious manner when this is not nessessary.
Clause 2: The council shall have power to declare the punishment of undue seriousness.
Article. IV.
Her Supreme Majesty may make any amendments to this Constitution that she deems necessary.
Article. V.
The official religion of Lothorien shall be the Temple of the Smiley Happy Face. Any religion may be practiced, but it is preferable that the religion of the Temple of the Smiley Happy Face be practiced by Lothlorrien citizens.
