TO: All United States Senators FROM: Michael Lynn Mincy, 5425 Mallory Dr, Haltom City, Texas SUBJECT: IMMINENT PHYSICAL HARM/POLICE ABUSE February 17, 2002 Dear Senators: Exactly one (1) week ago today I asked you to help me in a matter of Police Abuse. Tonight, they have commited the "same" acts again. From 7:44pm to 7:55pm, the Haltom City, Texas, Police pursued me in yet another attempt to cause "physical" harm. This time, from 8:07pm to 8:14pm, I contacted the FBI in Dallas, then there in Washington, then again in Dallas, all in vain. The woman (and only FBI employee there tonight) told me she would "try to page" an agent, but that this was a weekend, and a "holiday" tommorrow. Now, at 11:36pm CST 2/17/2002, I still have "not" heard from the FBI. Do they "only" cover-up "abuses" of their "fellow" police officers? I will greatly appreciate "any" help you can provide me. To do so, I ask you "now" and I "authorize" you to conduct "any" investigation into these matters of police abuse, on my behalf. Thank you very much for all you do for me. CRIMINAL COMPLAINT I, Michael Lynn Mincy, wish to make the following complaint: (1.) That I left my home at 5425 Mallory drive, Haltom City, Texas, at exactly 7:44pm, February 17, 2002, and I drove onto Highway 377 and headed north, and I drove past a Haltom City Police car traveling in the "opposite" direction. It made an "illegal" u-turn in the highway, then raced immediately up behind me. Seeing this in my rear-view mirror, I immediately turned into a strip shopping mall, also on 377, and turned to watch this UNKNOWN Haltom City Police officer. After it did pass, and very "angered" by this, I followed this Police car to the intersection of 377 and Glenview Drive in order to take a digital photo of the car, which I did (see enclosed photo - Texas Exempt # 798-451). I wanted to drive north and away from this officer, but to have done so in that particular position on the highway is a "violation" of Texas traffic laws. So, I followed this UNKNOWN Haltom Police officer a short distance, as I intented to enter the parking lot of the Winn-Dixie food Store there. But before I arrived there, this Haltom City Police officer made another "illegal" u-turn in the road, and drove past me very slowly, as and it did, I could clearly see this is a "female" officer, blond, and wearing glasses. I drove on a short distance, then entered the parking lot of Winn-dixie. As I did this, she "again" made an "illegal" u-turn in the road, and approached me again, and entered the parking lot, still starring at me, and only about two (2) feet from me. I then left the parking lot, drove onto Glenview Drive, and traveled East on it back to highway 377. She (the Haltom City Police officer) followed me still again. When the light there turned "green", I turned South onto 377, and drove home, by way of a series of "back roads" to avoid the police. Before I could this, another Haltom City Police raced past me on highway 377 traveling North. This officer was a male, with very dark hair. Taking the "back roads", I arrived back at my home at exactly 4:55pm. CRIMINAL COMPLAINT I, Michael Lynn Mincy, wish to make the following complaint: (1.) That in the early morning hours of Saturday February 9, 2002 at exactly 2:28am to 2:30am cst, a Haltom City Police officer commited an act of "extreme" provocation to "violence" by "deliberately" parking "on the street" outside and only about 30 feet from my bedroom window, as he conducted "unlawful survelillance" by such an act from 2:28am to 2:30am, 2/9/2002. This he did by starring at me through my partially closed "bed-room" window blinds, even as he saw me raise the blinds to watch him commit such an act. (2.) And "again, just 45 minutes ago, this "same" Haltom City Police officer repeated the same "act of provacation" in front of this home at 5425 Mallory Drive, Haltom City (Fort Worth), Texas, when, "as" I stepped out of the house to pick up the Sunday edition of the Fort Worth Star-Telegram newspaper, this Haltom City police officer had driven down Mallory Drive (west to east), then upon "seeing me", stopped his "white" Haltom City police car with all City markings and fully equiped with all devices such as color lights on the top of the car and sirens mounted on the front of the car and so properly identifying it "as" a police car belonging to the Haltom City Police. This Haltom City officer "unlawfully" conducted "surveilllance" on me, and "continued" his attept at "provocation" to violence. This again is the "second" morning in a row of such activity on this officers' part, but is yet only a small portion of the number of times that the Haltom city Police Department has attepted to provoke any action on "my" part, which they can then use to "justify" whatever "unlawful" activity they have commited in the past, and are "now" planning to commit "now". This is "exactly" the "same" tactic they employed in the early morning hours of February 1, 2001 (1:45am 2/1/2001) [ See below]. They are now doing the "same" thing, "this" time they do so by "invasion" of my household.
