Without a doubt. It is what convinced me to purchase this album. Did You Know... "Tripping Billies" is based on something that really happened to lead singer Dave Matthews! In South Africa, coppers (police, bobbies, etc.) are known as "billies". Dave was caught on a beach there -- tripping. The rest is a bit fuzzy, but that's where the name comes from!
