A: You must defeat all the gym leaders in the previous towns.

A: well amazon.com sells the costumes, but no Lugia, it was the same with other stores.
your best bet is to try and find a specialty costume store in your area.

A: you cant get it in Red and blue but if you have an imported Gold and Silver here is how to get him,
In the third Town Once you beat the gym, return to the Pokèmon center. Making sure you only have at most five Pokèmon, talk to the aide near the counter. Answer the first option to his question, and he’ll give you the egg.

A: Well Glen there is only two ways to get mew 
1. (best way) go to an official noa Pokemon tournament 
where they are giving them away.
2. (not a good idea) get a game shark and put in the code.
