Phillip has been chief of staff at the hospital for quite a long time and often has to talk the other doctors into performing certain procedures, or out of performing other procedures. He holds press conferences and organizes the staff. He was very close to Allan Birch, the hospital's lawyer who was killed and he requested Jack McNeil to join the staff.
