--Legalize posession, and sale to adults by licensed vendors such as pharmacists. --Impose ban on advertising. (Products would come only in plain "Green Wrap" packaging.) --Pose high penalties for distribution to minors. --Set prices to reflect fair market value based on normal production costs, plus a 100% tax.
This would generate funds for rehabilitation, prevention education, This price structure would make substances available for about 2%-10% of current black market prices. That means that users would, if they ever even heard of the drug in the first place, be able to afford their habit on a minimum wage job. This would disuade the vast majority from even thinking of selling to minors to support their disease. It would also make it possible for them to live a modestly respectible life without turning to prostitution or street crime to generate the grossly inflated sums demanded by the black market. Children would simply end up not being exposed to, or having access to "controlled substances." No one would have the motivation to seek profit from them. Anyone who did would be severly punished. In a generation, or two, the whole drug craze would fade into history. Gone would be the allure and availability to children. By preventing the introduction of these substances into the developing nervous systems of our youth, the rate of chronic compulsive addiction would steadily decrease. The earlier a habit forms the harder it is to break. And the older one gets, the more likely it is that one will make more prudent choices. It's high time we grew up and assumed the responsibility with which we have encumbered both our peace officers, and our youth. When drugs are quietly legalized in this manner, there will be no increase in the level of consumption. Sure, some will celebrate. But you can be sure they will do it responsibly. Because, at last, they will be able to be responsible. Still peaceful but no longer citizens branded ignorantly, and pre-emptorally, as morally depraved criminals. I know that simply because my country took a more intelligent and civilized policy toward drugs, I will not suddenly go out and get myself addicted to something, except perhaps freedom, and respectibility.
