To provide quality off-line services to power plant owners and operators.

CAREER HIGHLIGHTS

More than 21 years experience in power generation, transmission and distribution in energy planning & economics, electricity tariffs, feasibility studies, project finance, Independent Power Producer (IPP) development, consulting, tendering and contracting, engineering design, project management, power plant operation & maintenance (O&M) and audit, and technical due diligence of power plants.

Ten years in National Electricity Board (NEB), now re-structured as Tenaga Nasional Berhad (TNB), in O&M of coal/gas/oil fired thermal plants, treasury management and financial planning. Consulting Engineer for 4 years in Tenaga Ewbank Preece, a power consulting practice. With a major Malaysian IPP and developer of energy projects for 4 years. Since May 1998, Director in JS Mahir Sdn. Bhd., a Malaysian power consulting firm.

Worked with all 5 existing IPPs in West Malaysia.(Click for map.) Project Manager for: (i) Relocation of diesel power plant in Sabah, as consulting engineer; (ii) Planting up old unit of aero-derivative gas turbine in Sabah, as consulting engineer; (iii) 1000 MW coal-fired thermal power plant, as consulting engineer; and (iv) 275kV GIS and outdoor substations and undersea cable project, for turnkey contractor. Was also responsible for advising on, initial development of, or bidding for a Pakistan IPP, coal-fired and hydroelectric power projects in Mindanao, Philippines, co-generation and district cooling project, energy-to-waste plant, diesel engine IPP, Bakun EPC tender, and conversion to combined cycle operation.. Reviewed investment opportunities in P.R. China, India, Cambodia, and Vietnam. International experience: Three months’ with Ewbank Preece Ltd in China supervising power plant relocation project.

Major achievements: (i) Securing and project management of Penang Undersea Cable Project (RM 380 million), the first TNB project to be completed in a fast-track completion time of 12 months; and (ii) Securing and development of Kuala Lumpur Sentral District Cooling and Electricity Distribution (RM 200 million), a pioneering project of this type in Malaysia.

Current consulting focus: Audits and technical due diligence for power generating assets, training, development of operation and maintenance systems in power plants, and advising power plant management on best practices.

In 1998-99, I was a lecturer in the graduate engineers training programme conducted by the Board of Engineers. I am a certified Institution of Engineers, Malaysia speaker to promote Engineering as a career, and serve as a Council Member. I mentor one graduate engineer working to obtain Professional Certification. Currently, head the IEM Energy Task Force.
